DOCs say REST API anonymous credits is 400 but X-Rate-Limit-Remaining returns 100. (and API access is cutoff after those 100).

It's 400 per 24 hours but 100 per 6 hours, what's the time remaining you get from the error message?

About 40000, seems around 12-14 hours from eyeballing the time between requests start getting denied and when they resume.

Hmm - at some point in the last few days, anonymously querying /states/all, I started getting data that's about 25 hours old and doesn't actually change. I was passing time=0, I've also tried not specifying time, or passing the current unix time, same thing.

Well, the caching issues weren't fixed. Hopefully now, fingers crossed (no guarantees though).

I don't know about the caching but the request credits seems to be fixed (now starts at 400 instead of 100). Thank you.
