Get all states for limited time period and area

Hello!

I have a question to the API / data access. What is the most convenient way to download all state vectors for a specific time period and limited area.

For example:
N51.4079 E9.3725 with extent ± 5 deg.
A time period of two hours: 1556186400 + 2h

You will have to calculate the Lat/Long for N51.4079 E9.3725 with extent ± 5 deg.

Also, I don't think that you will get 2 hours worth of data.

Is there more extensive information on this specific topic online anywhere for those of us who are just learning the Api? The docs seem pretty cryptic on this specific question. For instance, is it possible to find all daytime flights for a week (or month) passing over a small town below some specified altitude?
