Surveillence Abuse and Intentional Infliction of Emotional Distress Tort

      Hi everyone! My dad and I have been being followed by cbci and all sorts of gov agencies show up on scans also they are always flying over my building and hovering.. last year in august it got worse.. now they have loud drones litterally outside our windows (14th floor here) almost on a 24 hr basis. This all started when my dad brought his guns back from the holding. They are not trying to hide they are very obvious. My quest is to understand why do they misname the type of aircraft and there is always n/a in the discription. My dad has a piolet license and is familiar with helicopter identification b y sound. He is always right. Is it against the law for them to not register the drones? they are heavy. Is it against FAA for them to fly without any signal broadcast? Is it legal to stalk a family for neary two years? HELP  please.
